通信标准编辑部

　1997年5月，邮电部（2003年后改后信息产业部）科技司委托，《电信技术》杂志社承担了中国邮电通信技术行业标准（其中90%以上的通信标准都是参考国际电信联盟的文献（documentation）而制订的）的出版发行工作，成立了邮电标准编辑部，是信息产业部惟一指定发布通信行业标准公告的杂志，并承担相应的咨询服务工作。

　由于通信技术行业标准对保证通信网络的完整性、统一性、先进性和全程全网通信畅通，对支撑、引导信息通信事业健康发展，推动企业技术进步，促进生产厂商提升产品质量，以及实施和加强通信行业监管起着十分重要的作用。因此几年来，我们对通信标准给予了足够的重视，建立了严格的出版流程，确保通信标准快速、正确的出版。为了便于用户使用，我们还把通信标准做成了光盘按年份划分，自1997年开始，每年一张，目前共出版发行通信标准光盘7张。同时在《电信技术》网站上还有通信标准的电子版，供用户及时查阅通信标准的发布和下载所需的电子版。

　自1997年以来，每年通信标准出版的数目如下：1997年，通信标准为163种标准（其中包含邮政标准）；1998年通信标准为92种（其中包含邮政标准）；1999年通信标准为89种（其中包含邮政标准）；2000年通信标准为71种，邮政标准为34种；2001年通信标准为92种，邮政标准为65种；2002年通信标准为86种，邮政标准为44种；2003年通信标准为66种，邮政标准为39种；2004年通信标准为65种标准，邮政标准为17种；2005年通信标准为129种，邮政标准为24种；总计通信标准为1076种。

The Editorial Department of Communications Standard

　In May 1997, entrusted by the Department of Science and Technology of the Ministry of Posts and Telecommunications (MPT) (which has been called the Ministry of Information Industry (MII) since 2003), the Telecommunications Technology Magazine undertook the publication of China’s post and telecommunications technology standard (more than 90% of which is defined based on the documentation of International Telecommunications Union (ITU)) and it established the Editorial Department of the Post and Telecommunications Industry Standard. The Magazine is the only periodical designated by the Ministry of the Information Industry to release the bulletin of the industry standard and offers consultant service as well.

　The telecommunications technology standard plays a vital role to ensure an integrated, unified and advanced network paving the way for the smooth communications, and to support and guide the sound development of telecommunications industry. Meanwhile it also helps to upgrade corporate technology, encourage manufacturers to improve the quality of their products and implement and strengthen the regulation of the industry. Therefore, we have, in these years, attached great importance to telecommunications standard and have established a strict publishing procedure so as to ensure its timely and correct issuance. To make it convenient for users we have also created CD-ROMs of the standard according to chronological order. Since 1997 altogether 7 CD-ROMs have been released, one disk each year. Meanwhile on the website of the Telecommunications Technology Magazine users may find the electronic version of the standard, which helps them to get timely information and download what they need.

　Since 1997 the number of telecommunications standards issued each year is as follows: in 1997, 163 standards were issued (including post standards); in 1998, 92 standards (including post standards); in 1999, 89 standards (including post standards); in 2000, 71 standards, including 34 post standards; in 2001, 92 standards, with 65 post standards; in 2002, 86 standards, including 44 post standards; in 2003, 66 standards, with 39 post standards; in 2004, 65 standards, including 17 post standards; in 2005, 129 standards, including 24 post standards. Altogether 1076 telecommunications standards have been issued.
